  • A public, nonprofit, or proprietary college, university, technical school, or other post-secondary educational institution in the United States or Puerto Rico that has not been excluded from receiving federal student aid.
  • A local government agency
  • A federally recognized Indian Tribal government, or
  • A federal, statewide, or local alliance with a single lead agency that meets one of the above eligibility criteria.
